Are El Paso County Jail Mugshots Public Record?
In Colorado, booking photographs can be criminal justice records, but public-record status is not the same thing as automatic web publication. The current EPSO public search did not display booking photos in the inspected roster view. A requester who needs an El Paso County booking photograph should use the Sheriff's Office records process and expect legal review, possible redaction, and possible denial or limits where Colorado law allows withholding.
Colorado booking-photo law: C.R.S. 24-72-305.5 governs booking photograph requests and restricts commercial misuse. Fees, Payment, and Response Time
EPSO lists an $8.00 review and redaction charge for criminal justice reports up to 10 pages. Reports of 11 pages or more are $8.00 plus a $0.25 per-page copy charge. Payment methods include business or cashier's check, money order, cash, and credit or debit card. Personal checks are not accepted. Credit and debit card payments carry a convenience fee of $2.00 or 2.39 percent, whichever is greater.
Voluminous or highly sensitive requests may require hourly employee-rate preparation fees and an advance deposit. CORA administrative records can have a different structure: $32.00 per hour for research, retrieval, and redaction, with the first hour free. If the work exceeds one hour, EPSO provides an estimate before completing the work, and payment is required up front after the estimate.
EPSO says it makes an effort to respond within 72 hours, but some requests may take up to ten days. The 72-hour target should not be treated as a guarantee that a booking photo will be released in three days. A pending investigation, vague request, sensitive record, redaction workload, or legal limit can extend the process or affect what is released.
Mugshot Removal, Sealing, and Safer Records Cleanup
Colorado's booking-photo law is designed in part to curb commercial mugshot misuse. The records-oriented path is not to pay a private mugshot website or rely on a commercial removal promise. If the underlying arrest or case becomes eligible for sealing, use the Colorado court sealing process and official records channels. State, Federal, and Immigration Booking Photos
El Paso County's roster is for county jail custody, not sentenced state prisoners, federal prisoners, or immigration detainees. Colorado Department of Corrections profiles are sentence and supervision records; CDOC search information can include a photograph in profile results, but that is a state prison record, not an El Paso County Jail mugshot. The CDOC headquarters is in Colorado Springs, but no current adult CDOC inmate-housing prison was verified in El Paso County.
Federal systems are different. The Federal Bureau of Prisons locator is generally used for people in BOP custody after federal commitment and focuses on identity, age, race, sex, release date, and location.
